Memphis and Shelby County UDC — Public Review Draft
(Released March 2026) The first full public draft of the new Unified Development Code is available at the link below.
Draft Zoning Maps and Additional Informational Materials
(Released February 2026) The materials below include links to the interactive Draft Zoning Map (simplified and detailed), as well as a series of additional materials including the Draft Use Matrix and informational sheets highlighting key aspects of each district. We’ve also prepared summary guides on a couple of new approaches you’ll see in the Draft UDC when it is released (anticipated in March 2026), including the approach to uses, and how housing types are distinguished.
The Map
Shows the proposed new zoning district for each area of Memphis and Unincorporated Shelby County, along with a sample of which land uses would/wouldn’t be allowed in that district. Short. Simple. To the point.
Shows the change from the current to proposed zoning district along with a brief staff comment explaining why we’re proposing each change. This version also allows you to leave a comment directly on the map.

Memphis + Shelby County UDC Drafting Directions Report
(Released April 2025) The Drafting Directions Report includes an assessment of the UDC’s current development regulations and offers a strategic, targeted set of recommendations to guide the upcoming rewrite of the Code. This report will not be revised, but we welcome your feedback as we begin drafting the new UDC. Input submitted through the form on this site will help to inform the development of the first full draft, which is anticipated to be released in March of 2026.
