Draft Zoning Map Now Available!

We’re excited to announce that the first public draft of the proposed zoning map is now live!

We’ve spent the past few months putting together a map that will help bring about the vision Memphians articulated over the 42 public meetings we held in 2024 and 2025. Now it’s your turn to check our work.

Two Different Maps Now Available

To make it as easy as possible to provide feedback, we have two versions of the proposed map now available online:

A Simplified Version that just shows the proposed new zoning district for each area of Memphis and Unincorporated Shelby County, along with a sample of which land uses would/wouldn’t be allowed in that district. Short. Simple. To the point.

A Detailed Version that shows the change from the current to proposed zoning district along with a brief staff comment explaining why we’re proposing each change. This version also allows you to leave a comment directly on the map (more on that below).

Additionally, a two-part video tutorial is also available on the Division’s YouTube page in order to help you get acquainted with the proposed map.

Opportunities To Provide Feedback

We know that this first draft isn’t perfect, and we need your feedback to make sure we get this right. That’s why the detailed version of the map gives you the ability to provide comments directly through the map itself. This is the best way to let us know what you think: simply type in any address and tell us if you think the zoning is correct.

Staff will review and discuss every single comment submitted through the map.

Additionally, we’ve scheduled 10 additional public engagement events where you can talk it over with us and get your questions answered. These will be drop-in sessions where you can talk to staff one-on-one, so feel free to come by at any time during the windows listed on the “Upcoming Events” page of the website.

The best way to keep up with the UDC update is via 901UDCUpdate.com.

As part of this release, we’ve also produced informational materials that explain the purpose of each proposed district, as well as some highlights related to the uses that would be allowed and other standards that would apply. A draft Use Matrix is also available, as are other resources on the “Documents and Presentations” page of the website. We will continue to add more resources throughout the process.

As always, you can submit questions through the site or send them to us at zoning@memphistn.gov.

Thank you!

We’re truly grateful for you taking the time out of your day to review this proposed map. Your comments will help us make sure we get this right and build strong, livable communities for all residents of Memphis and Shelby County.
